GREETINGS FROM THE AMBASSADOR

“The extensive and long-term bilateral relations between Norway and Latvia have three cornerstones;

Security as allies in NATO, two countries with border to Russia; European economic and democratic

resilience through EU and the EEA Agreement; Business and trade with the Norwegian Chamber of

Commerce in Latvia (NCCL) as one of our closest partners.

At the Embassy we promote Norwegian business and trade! “All of Norway exports” is The Norwegian

Government’s plan to increase export from Norway with 50 per cent by 2030, oil and gas excluded.

The green shift is a key priority with sufficient and independent supplies of green energy as one

element.

We pursue important strategic initiatives and processes to increase trade and business between

Latvia and Norway. The role of NCCL in the Norwegian business community is invaluable. The

Embassy team is looking forward to continuing the great cooperation to strengthen Norwegian

business and trade in Latvia. Together with Norwegian companies and NCCL, we are Team Norway

in Latvia!”

The Norwegian Embassy in Latvia is NCCL's closest partner in representing and promoting

Norwegian business, culture and values, and close bilateral trade and economic relations

between Norway and Latvia. Since 2018, NCCL had developed a particularly close and

collaborative relationship with the Norwegian Ambassador H. E. Kristian Ødegaard, whose

diplomatic posting to Latvia ended in August, 2022.

possibilities for bilateral cooperation.

On August 17, 2022, NCCL Board members joined a Farewell Party for the Norwegian

Ambassador Kristian Ødegaard and thanked him for the close cooperation during the past four

years, including some of the most challenging and turbulent times - COVID pandemic and the

CELEBRATING NCCL'S 15TH ANNIVERSARY

2022 was a special year for NCCL as it celebrated its 15th Anniversary. The 15th Anniversary

celebration was combined with one of NCCL's signature events \"Shrimp Madness\" that took place on

June 11 at Laivu Centrs in Riga, bringing together over 70 NCCL members and friends. Entertained by

humorous stories of NCCL Chairman Matīss Kukainis, NCCL members got to experience one of the nicest

Norwegian summer traditions, meet other NCCL members in informal settings, have a good time, and

win valuable prizes. Among the most desirable prizes was Audi RS 3, made available for a weekend-long

test drive by Møller Baltic Import.

Big thanks to everybody who participated! Especially big thanks also the sponsors: Visma, Linstow Baltic, Møller Baltic Import

and Vicentino for their contribution and making the 15th Anniversary celebration memorable for all of us!

DEBATING LATVIA'S ECONOMIC FUTURE

On 12 September 2022, in the run up

to the Latvian Parliamentary elections,

the Norwegian Chamber of Commerce

in close partnership with the Foreign

Investors' Council in Latvia and

American, British, Finnish, German, and

Swedish Chambers of Commerce in

Latvia organised debates with the

Prime Minister candidates and

leading politicians from six parties

that had the highest chance of being

elected into the Parliament of Latvia.

The focus of the debates were political parties' vision for Latvia's future and priorities for increasing

competitiveness and strengthening the economy under the current geopolitical circumstances. The main

topics of interest for the foreign investor community were: 1) strengthening energy diversification and

transition to low carbon resources; 2) development of human capital considering Latvia's demographic

trends; and 3) ensuring a level playing field and fair competition for the local, as well as the foreign investor

community. The debates were moderated by journalist Pauls Raudseps and streamed online.

According to the Bank of Latvia, accumulated foreign direct investments in the Latvian economy at the end

of the first quarter of 2022 reached 21.6 billion euros. Norway is the 9th biggest foreign investor having

invested in Latvia close to 500 MEUR in 2022, according to the Bank of Latvia.

EXPRESSING SOLIDARITY &

SUPPORTING UKRAINE

February 24, 2022, when Russia launched an unprovoked and unjustified full scale invasion of

Ukraine, was a major turning point in European history. It has also greatly affected societies and

business operations across Europe, including Latvia. Since the first day of the invasion, NCCL has

taken strong stance in support of Ukraine, while trying to help its members understand the

implications of this war on the international law and order, our societies and the way we do

business.

On 21 April 2022, per NCCL invitation, Jānis Sārts, the Director of the NATO Strategic

Communications Centre of Excellence, joined us at the breakfast meeting to explain the ongoing

situation in Ukraine, provide his outlook on developments in Russia, and share his insights in the

ways the West can and should respond to the aggressor across our borders!

In Spring 2022, NCCL board decided to donate 1000

EUR from NCCL's funds to support Ukrainians through

Ziedot.lv charity portal. Later, NCCL organised several

charity campaigns in support of the \"Care Mobile\"

program in Ukraine, launched and implemented by

Ronald McDonald House Charities (RMHC Latvija),

providing primary medical care to civilians in Ukraine.

With the support of NCCL members, NCCL has donated,

in total, over 3300 EUR the cause, which constitutes

about 5% of NCCL's Annual turnover.

STRENGTHENING RESILIENCE &

CRISIS PREPAREDNESS IN LATVIA

NBBF Brings Together the Civil & Military Industries

Addressing the lessons learned from the unjustified, unprovoked and brutal invasion by Russia in Ukraine,

NCCL was the main driving force of the Nordic Baltic Business Forum 2023 focusing on resilience,

crisis preparedness, and civil-military cooperation in the Nordic and Baltic region. The forum

took place on 1 February 2023 and brought together over 150 participants representing the Nordic and

Baltic business community, diplomats and public sector representatives.

What is the current state of affairs in the area of defence, security cooperation, and civil preparedness in

the Nordic and Baltic region, what are the biggest threats we face, and how to organise our way of

thinking and operation in face of those, where some of the questions addressed during the event with a

highly esteemed group of speakers representing the Latvian government, NATO, international

organisations, and representatives of the defence and security industry, IT and the finance sector.

While there is a lot to unpack in terms of the lessons

shared during the event, the essence of the

conversation is the following: - In order to be able to

be better prepared and better equipped to respond to

current and future crises, there needs to be a good

situational awareness and a shared perception of

threat, an open dialogue the public and the private

sector, and an active cross-border and cross-sector

cooperation and engagement of the civil society.

This year's Nordic Baltic Business Forum forum was

organised by the Norwegian, Swedish and Finnish

Chamber of Commerce in close cooperation with the

Nordic Council of Ministers' Office and the Norwegian,

Swedish, Finnish and Danish Embassies. The

programme and its recording can be found at:

PROMOTING KNOWLEDGE TRANSFER

FROM THE NORDICS TO BALTICS

NBBF Drives Forward the Topic of Sustainability

Riga may have lagged behind in the new project development, but what has already been started and

what is planned for the future is even more daring and sustainable than what's been done in Western

Europe. This is one of the takeaways from the Nordic Baltic Business Forum, which was organized in

close cooperation among four Nordic Chambers of Commerce in Latvia on 12 May 2022, focusing on

how are Nordic investors contributing to the sustainable development of the real estate and construction

industries in Latvia.

One of the most visible projects implemented in Riga by Norwegian Real Estate developers is the

expanded and reconstructed shopping centre Origo and the business centre Origo One by Linstow

Baltic. The project obtained the world's leading building sustainability assessment method's BREEAM

certification, receiving the highest rating among all shopping centres in the Baltic States and all business

centres in Latvia. It has been recognised as the most sustainable building in Latvia in 2021, receiving the

“Annual Award in Riga Architecture 2021”, organised by the Riga City Architect’s Office.

Overall, since the restoration of Latvia's independence,

Nordic investors have provided a significant contribution to

the development of Riga's cityscape and currently and are

leading the way in introducing green and sustainable

solutions in their development projects in Latvia raising the

bar for all other players in the market. Nordic investors are

also seen as strategic partners to the city of Riga in

achieving its ambitious goals in becoming the first climate

neutral city in the Baltic States and one of 100 cities in

Europe that will aim to reach climate neutrality by 2030.

PROMOTING KNOWLEDGE TRANSFER

FROM NORWAY TO LATVIA

Pan-Baltic study visit to Oslo for Baltic mobility experts

On 22 November 2022, over 40 policy makers and climate, transport and energy experts from all three

Baltic countries visited Oslo for a study visit focusing on the development of sustainable mobility

solutions and electric transport infrastructure in alignment with Paris Agreement and the European

Green Deal.

The initiator of the experience exchange visit was the company \"Møller Baltic Import\". The trip was

organised in a close cooperation between NCCL and the Norwegian-Lithuanian Chamber of Commerce

and the Norwegian-Estonian Chamber of Commerce with the aim of learning Norway's experience in

solving sustainable transport and climate issues in order to promote a more efficient transition of the

Baltic countries to sustainable mobility, while strengthening the energy independence of the region.

During the visit, mobility experts from all three Baltic countries were introduced to the legislative, tax and

support programs implemented by Norway, examples of close cooperation between the state

administration and local government institutions, as well as practical infrastructure solutions that have

enabled Norway to become a leading country in the world in terms of e-mobility and electric car use.

Although all three Baltic countries have

seen a gradually growing demand for

electric cars in recent years, they only

account for less than 3% of the total Baltic

car market. At the same time, there is a

change in consumer habits. The main

reasons why citizens increasingly prefer

electric cars are the use of alternative,

including more economically advantageous, energy resources.

Celebrating May 17 - Norwegian Constitution Day

KEEPING TRADITIONS ALIVE

May 17 is an important day for Norwegians all around the world. It is a Day when Norwegians

celebrate Norway's Constitution Day. A noteworthy aspect of the Norwegian Constitution Day is

its non-military nature. All over Norway, children's parades with an abundance of flags form the

central elements of the celebration.

In a similar fashion, on 17 May 2022, over 100 Norwegians and their friends, among whom the

largest proportion were students studying medicine at Rīgas Stradiņa universitāte (Riga Stradins

University), joined a parade in the Old Town Riga, celebrating Norway's Constitution Day along with

the values its stands for - democracy, peace, and freedom. In the face of Russia's unprovoked and

gruesome invasion of Ukraine, the importance of standing up for freedom and democracy is as high

as ever before. The May 17 celebration in Riga was organized by Norwegian Embassy in Riga in Riga,

Norwegian Chamber of Commerce in Latvia and Norwegian student association ANSA Latvia. Many

thanks to Narvesen for providing refreshments for the event!

invasion of her home town in Ukraine. Many thanks to the Norwegian Ambassador Ine Måreng for

hosting us!

As a tradition, NCCL organized a Christmas charity raffle with the possibility of winning valuable
